Access to quality immigration legal services, and to accurate, timely and balanced information is every individual’s right, and builds individual, family and community capacity to succeed.

ICS is dedicated to providing access to justice through quality, low-cost immigration legal services to individuals, and empowering Oregon and Washington communities through training, education and support on immigration issues.


ICS is Oregon’s first and oldest nonprofit legal services provider to immigrants. For nearly 40 years, ICS has provided quality low cost legal assistance to thousands of immigrants and their families from over 90 different countries.. In addition to legal services, ICS’s bilingual staff provides free immigration education and training sessions and support to immigrants, schools, community organizations, health care providers, businesses and government agencies.

Before ICS was founded in 1978, low income individuals with immigration matters had nowhere to turn for help. When Hood River’s nonprofit legal provider closed its doors, ICS stepped in to ensure there was no gap in services. As the only nonprofit immigration legal services provider in the Hood River Valley and east of the Cascades in Oregon, ICS has quickly become an integral part of the Gorge Community.

ICS’s clients are our friends and neighbors. They are farmworkers, service workers, janitors, landscapers, and professionals; they are small business owners, and cherished community partners contributing to our strong economy and vibrant culture. Quality immigration legal services provide stability and security for Columbia River Gorge community members. During this time of increasing uncertainty, providing access to ICS’s low-cost immigration legal services is more important than ever.


For nearly 40 years, generous donors have provided much-needed support. Your donations of any size will support ICS’s services to low income individuals and families in the Gorge and rural areas of Oregon and Washington; as well as our education and outreach efforts. ICS welcomes financial and in-kind donations:
Just $50 will support a free legal consultation
$100 supports providing materials and an hour training for non-profit service providers and schools
$150 helps an individual obtain a copy of a lost immigration document
$200 will help a crime victim take the first step towards getting a visa
$500 helps a lawful permanent resident with a citizenship application

A projector and screen for community presentations
A reliable laptop computer that can be used for mobile consults and presentations
Reams of quality white paper for copies of immigration documents
